With about 9.6 million residents, Dongguan is a manufacturing hub in the Pearl River delta of southern China, near 23 degrees north latitude. It follows China Standard Time, the country's single UTC+8 offset, and observes no daylight saving, so its clocks stay eight hours ahead of Coordinated Universal Time across all seasons.
