A purely geographic time zone system would place boundaries at every 15th meridian: 7.5°W, 7.5°E, 22.5°E, and so on. This would create perfect one-hour zones, but it would slice through countries, cities, and even buildings — an impractical arrangement for daily life.

Political Boundaries: The Reality

In practice, time zone boundaries follow national borders, state lines, county edges, and even rivers and mountain ranges. The guiding principle is that a single civil authority — a country, state, or territory — should generally be on a single clock. This produces the familiar irregular shapes on the time zone map.

National Deviations from Geography

Some of the most striking examples of politically driven time zones:

  • Spain: Geographically should be UTC−1 (same as the UK), but uses UTC+1 to match France and Germany.
  • China: Five geographic zones, one political zone (UTC+8), meaning sunrise in western Xinjiang is near 10 AM in midwinter.
  • Argentina: Entirely in UTC−3 despite its western provinces falling closer to UTC−5 by longitude.

Sub-National Boundaries

Within countries, state and provincial boundaries often define time zone lines:

  • In the US, the boundary between Central and Mountain time zigzags through states, sometimes splitting counties.
  • In Australia, the line between AEST and ACST follows state borders.
  • In Canada, Saskatchewan observes UTC−6 year-round (no DST), unlike neighboring Manitoba and Alberta.

Why Boundaries Change Over Time

Boundaries are not permanent. US counties have switched time zones as populations and economic centers shifted. Indiana counties moved in and out of observing DST for decades before the state standardized in 2006. Businesses lobbying for alignment with major markets are often the driving force behind local boundary changes.

These datasets are used by mapping applications and can pinpoint the boundary to a few meters — useful for software that must determine the time zone from GPS coordinates.
