Why Countries Change Time Zones

A country might change its time zone to align with major trading partners, express political identity, optimize daylight hours, or unify a split nation. These changes are not common, but they happen every few years somewhere in the world.

Samoa (2011) — Jumping the Date Line

In December 2011, Samoa made one of the most dramatic time zone shifts in history. It skipped Friday, December 30 entirely, jumping from UTC−11 to UTC+13. The reason: Samoa's biggest trading partners — Australia and New Zealand — were 21 to 23 hours ahead, making business and communications awkward. After the switch, the gap shrank to just 1 to 3 hours.

North Korea (2015 and 2018)

In August 2015, North Korea created its own unique time zone: Pyongyang Time (UTC+8:30), splitting from the UTC+9 that it had shared with South Korea and Japan. The stated reason was to distance itself symbolically from Japan's colonial influence. In 2018, after a historic summit with South Korea, North Korea reverted to UTC+9, briefly syncing with the South before other negotiations stalled.

Russia (2014) — Dropping DST

In 2014, Russia abolished daylight saving time entirely. Clocks moved forward for the last time in March 2014 and were never moved back. Some Russian cities effectively moved to a different permanent time zone as a result. Russia also consolidated some of its 9 time zones to reduce complexity.

Turkey (2016) — Permanent Summer Time

Turkey decided in 2016 to keep clocks on summer time (UTC+3) year-round rather than switching back to UTC+2 in autumn. The government argued the extra hour of evening daylight benefited productivity and reduced electricity usage.

Venezuela (2007 and 2016)

Venezuela moved to UTC−4:30 in 2007 under President Chávez, creating a unique 30-minute zone. In 2016, Venezuela moved back to UTC−4, aligning with neighboring countries and simplifying business ties.

What This Means for Software

Every time a country changes its time zone, the IANA database must be updated and distributed to every server, phone, and computer worldwide. This is why keeping operating systems and applications up to date is critical — an outdated tzdata can cause timestamps to be off by an hour or more.
