In China's far northeast, Harbin is a major city of some 5.2 million people. It keeps the nationwide Asia/Shanghai standard at UTC+8, which the country applies without daylight saving, so local clocks run eight hours ahead of Coordinated Universal Time throughout the year. Harbin lies at about 45.8°N, 126.5°E, among the northernmost of China's large cities and known for severe winters at that latitude.
