Santiago is the capital and largest city of Chile, home to about 4.8 million people. It uses the America/Santiago time zone, which observes daylight saving time: the standard winter offset is UTC−4, shifting to UTC−3 during the Southern Hemisphere summer. The city lies in a central valley near 33.5°S, 70.7°W, framed by the Andes to the east. As the seat of national government, Santiago concentrates much of Chile's political, financial and administrative activity, and its metropolitan area holds the largest share of the country's population.
